Ilias Chalkidis

PhD Student, Athens University of Economics and Business

Ilias Chalkidis was born in Athens, Attica on 08/02/1990. He is a graduate of the Department of Informatics & Telecommunications of the Kapodistrian University of Athens with specialization in "Information Systems & Applications". He attended postgraduate studies in Advanced Information Systems at the department and worked as a research assistant at Nomothesia API as a member of the Management of Data and Information Knowledge Group (MaDgiK). He is now a Ph.D. student of the Department of Informatics of the Athens University of Economics and Business, entitled "Deep Neural Networks for the Mining of Legal Documents", with scientific advisors Professors Ion Androutsopoulos, Manolis Koubarakis and Nikolaos Aletras. He is a member of the Natural Language Processing Group [http://nlp.cs.aueb.gr/] of the AUEB institution, while working as a researcher in the British company Cognitiv+.

In the framework of his thesis entitled "Legislation: Platform for Greek Legislation" with supervisors Professor Manolis Koubarakis and PhD student Charalambos Nikolaou, he worked on the modeling of Greek legislation using Semantic Web technologies and the creation of the electronic platform "Nomothesi@". In May 2017, he presented the work "Modeling and Querying Greek Legislation using Semantic Web Technologies" at the ESWC 2017 international conference.

He continues to further develop the functionality of "Nomothesi@" as the lead researcher of the project.

 

Panagiotis Soursos

MSc Student, Department of Informatics & Telecommunications, NKUA

Born in Athens, Attica on 24/06/1990. Is a postgraduate student in the Department of Informatics and Telecommunications of Kapodistrian University of Athens and holds a position as a Software Developer in the Conseil Européen pour la Recherche Nucléaire (CERN).

He edited the reorganization of the electronic platform Nomothesia@ within the dissertation entitled "Nomothesia@ API: Reengineering the Electronic Platform" with supervisor Professor Manolis Koubarakis with basis the conversion of all knowledge infrastructure in RDF / OWL data sets, while further developing the functions provided by the online platform, with particular emphasis on providing REST services. In present time he participates in the subsequent organization of the platform architecture and the implementation of new technologies.

Charalampos Nikolaou

Post-doctoral Researcher, University of Oxford

He is PhD candidate at the Department of Informatics & Telecommunications (DI&T) of the National & Kapodistrian University of Athens (NKUA). His supervisor is Manolis Koubarakis and the rest of my PhD committee members consists of Vassilis Christophides and Philippe Rigaux. The subject of his PhD thesis is "Temporal and spatial knowledge representation on RDF databases". He has received his B.Sc in Computer Science from DI&T, NKUA in 2007 and his M.Sc. in Computer Systems Technology from the same department in 2010. Since 2008, He is a member of the Management of Data and Information Knowledge Group (MaDgiK).

He had the role of supervisor in the first stage of creating the electronic platform Nomothesi@ the thesis "Nomothesi@: Greek Legislation Platform" and generally serves as a supervisor in the whole project.

Manolis Koubarakis

Professor, Department of Informatics & Telecommunications, NKUA

He is a Professor in the Dept. of Informatics and Telecommunications, National and Kapodistrian University of Athens.

He previously held positions at the Dept. of Electronic and Computer Engineering , Technical University of Crete (Assistant and Associate Professor), the Dept. of Informatics, University of Athens (Visiting Researcher), the Dept. of Computation, UMIST(now University of Manchester) (Lecturer) and the Dept. of Computing, Imperial College, London (Research Associate).

He hold a Ph.D. in Computer Science, from the National Technical University of Athens, an M.Sc. in Computer Science, from the University of Toronto, and a diploma (B.Sc.) in Mathematics, from the University of Crete. He have served in the program committee of various international conferences and workshops and I have organized various international events.

Iosif Angelidis

Research Assistant, Department of Informatics & Telecommunications, NKUA

Iosif Angelidis was born in Cholargos, Attica, on 16/06/1993. He is a graduate of the Department of Informatics & Telecommunications of the National and Kapodistrian University of Athens, in the field of «Theoretic Informatics», while he has completed his post-graduate studies in «Data Management». Meanwhile, he is working as a researcher for this project (Nomothesi@ API, Choronomothesia), being a memeber of Management of Data and Information Knowledge Group (MaDgiK).

In the context of his MSc thesis, «Named Entity Recognition and Linking in Greek Legislation», under the supervision of professor Mr Manolis Koubarakis and PhD Candidate Ilias Chalkidis he developed and maintained a Named Entity Recognizer which recognizes and extracts persons, organizations, geo-political entities, legal references, public documents and unofficial landmarks found in the Government Gazette by utilizing Neural Networks and Deep Learning technologies. These entities are being encoded as RDF data based on a Semantic Web ontology and then interlinked with other open public datasets (Greek Administrative Geography, Greek DBpedia, Public Buildings) with Silk.

Currently, he keeps further developing, optimizing and maintaining the Named Entity Recognizer component of «Νομοθεσία».

Christos Papaloukas

Postgraduate Student - Research Assistant, Department of Informatics & Telecommunications, NKUA

Born in Athens, on 08/06/1993. He is a graduate of the Department of Informatics & Telecommunications of the Kapodistrian University of Athens and is currently studying for a Master's degree in "Information and Data Management" in the same department. Meanwhile, he works as a research assistant in the projects: Nomothesi@ API & Choronomothesia, and is a member of the Management of Data and Information Knowledge Group (MaDgiK).

During his research work, he improved and developed further the functionality of the online platform and more generally edited and managed its current final version.

Currently, he continues to develop and optimize the platform, having the role of full-stack web developer and maintainer for some of the Nomothesi@ API background components. Furthermore, he works on his diploma thesis (Document Topic Classifier using NLP techniques) within the framework of the platform.

George Apostolopoulos

Postgraduate Student, Department of Informatics & Telecommunications, NKUA

Born in Athens, on 22/07/94. He is a postgraduate student in the Department of Informatics and Telecommunications of National Kapodistrian University of Athens, in the field of Data, Information and Knowledge Management.

In his Bachelor Thesis, he dealt with the radical reengineering of the Nomothesi@ API Web Platform. More specifically, he implemented a new storage system for the legal documents, based on a N-ary Tree. Simultaneously, he was involved in improving old system's malfunctions and adding new features to facilitate user's interaction with the application.

Realnto Gkatzi

Undergraduate Student, Department of Informatics & Telecommunications, NKUA

Born in Gjirokaster, Albania on 21/11/1993. He is an undergraduate student in the Department of Informatics and Telecommunications of National Kapodistrian University of Athens.

In the framework of his dissertation, supervised by Professor Manolis Koumparakis and PhD student Ilias Chalkidis, he was responsible for the redesign and implementation of a structural analyzer(parser) for the Government Gazette with the purpose of exporting RDF / OWL data sets.

Stavros Giannakis

Postgraduate Student, Department of Informatics & Telecommunications, NKUA

Born in Cholargos, Attiki in 23/03/1992. Postgraduate Student in the Department of Informatics and Telecommunications of the National And Kapodistrian University of Athens.

In the context of his dissertation, supervised by Professor Manolis Koumparakis and PhD student Ilias Chalkidis, he was responsible for the automated renewal of the Government Gazette's library of Nomothesi@, as well as the creation of a Content Management System (CMS) for the control and management of the forsaid library.
